<p><strong>Main Purpose:</strong><br /> The Quality (Safety) Mentor is responsible specifically for the development, implementation and delivery of an ICAO Annex 11 SMS/SMM and for leading the development, implementation and delivery of a number of safety initiatives which are prepared specifically for the ICAA’s ATC requirements. This includes development of dedicated materials / manuals, <br /> <br /> <strong>Duties and Responsibilities:</strong><br /> Tasks which would be designated to the position would include providing assistance for the following:<br /> 1. Assist/Lead the ICAA in development of and ICAO and ICAA Flight Safety approved Safety Management System that meets the requirements of ICAO Annex 11 and Iraq ATS Regulation 22.<br /> 2. Develop a SMM.<br /> 3. Develop a comprehensive training package to ensure all ICAA staff are aware of and understand the SMS and SMM.<br /> 4. Assist/Lead the ICAA in implementation of the Safety Policy, SMS and SMM procedures and processes.<br /> 5. Audit the SMS/SMM development at all stages and ensure remedial action as required.<br /> 6. Assist/Lead the ICAA Quality Assurance Manager in his/her development in both the SMS/SMM and their application.<br /> 7. Assist/Lead the ICAA in development of a Compliance and Assurance policy, procedures and programme to assure compliance with the SMS/SMM.<br /> 8. Liaise with Flight Safety as required.<br /> 9. The development of Training that will lay down a framework of structured courses that not only meet current SMS training requirements but can be developed to keep pace with a changing ATC environment.<br /> <strong><br /> The aims of the training are:</strong><br /> ·to bridge the gap between the knowledge and skills gained on initial training courses and those required to successfully understand SMS/SMM.<br /> · to ensure that all training is conducted effectively<br /> · to detail the responsibilities of staff involved in SMS training.<br /> · to detail the processes involved in delivery, assessment and compliance.<br /> · to provide a roadmap for SMS training progression.<br /> <br /> 10. Ensuring SMS documentation is robust, complete and up-to-date for each procedure and process.<br /> <br /> 11. Coordinate remedial training based on incident investigation recommendations.<br /> <br /> 12. Inform Director Air Traffic Services and the Contract Manager on a regular basis of the progress of the SMS/SMM and recommend remedial action if necessary. <br /> <br /> 13. Ensure that full consideration is given to safety in relation to any changes to processes and organisational structure.<br /> <br /> 14. In consultation with operations the Quality (Safety) Mentor would organise courses including but not limited to incident investigation, safety management systems, Examiner and supervisor/ manager courses.<br /> <br /> 15. Assist in developing and overseeing a Local Competency Examiner (LCE) program. <br /> <br /> <strong>Knowledge</strong><br /> · Comprehensive knowledge of both Regulatory and Corporate SMS development, implementation and auditing.<br /> · Comprehensive knowledge of Regulatory processes in relation to SMS and ANSP delivery.<br /> · Comprehensive knowledge of ATC procedures, ATS standards and industry best practices.<br /> · Comprehensive knowledge of ICAO Rules and Regulations pertaining to SMS requirements for ANSPs, air traffic controllers and peripheral operational requirements<br /> · Comprehensive knowledge of ICAO Rules and Regulations pertaining to the operations and delivery of ATS.<br /> · Must be computer literate and proficient in the use of current mainstream application software required for the management of a modern ATC unit, including word processing/desktop publishing, spreadsheet and graphic presentations.<br /> · Development of training materials/manuals to meet the requirements of specific courses <br /> <br /> <strong>Skills</strong><br /> · Demonstrable communication skills in a multi cultural environment particularly at Director, Senior Manager, Manager and Supervisor Level<br /> · Ability to influence and manage people successfully<br /> · Ability to prepare reports and when required present these to the client<br /> · Possess excellent report writing skills<br /> · Ability to monitor deadlines and performance in-line with required standards outlined within contracts<br /> · A proactive and responsible approach to work with initiative and problem solving capability.<br /> · Ability to liaise in a professional and persuasive manner with staff at all levels in the organisation.<br /> · Ability to understand complex systems<br /> · Possess good IT skills.<br /> · Flexibility, excellent attention to detail, ability to identify key issues and manage an environment of regular change.<br /> · Ability to think strategically, execute quickly and adjust plans to meet organizational needs.<br /> · Able to hold sensitive and confidential materials in strict confidence. <br /> · Able to work independently under stringent deadlines and high pressure environment. <br /> · Function as a resourceful and proactive team member. <br /> · Strong organizational skills with attention to detail and the ability to prioritize and multi-task and meet deadlines and schedules.<br /> · Strong analytical skills; ability to work with complex issues and detailed information.<br /> · Ability to collaborate effectively with cross functional teams.<br /> · Good judgment and decision-making skills.<br /> · Adapt well to changing priorities.<br /> · An assertive completer finisher with high level personal presence and credibility.<br /> · Intuitive with outstanding interpersonal influencing and communication skills able to develop and motivate others.<br /> · Ability to align strategic and operational needs with training programs and organizational development efforts.<br /> · Ability to see problems as opportunities and to manage well under pressure.<br /> · Ability to influence senior management and establish and maintain collaborative partnerships.<br /> · Ability to communicate effectively both in writing and in speaking and convey complex information in an easily understood format. <br /> · In-depth ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.<br /> <br /> <strong>Experience</strong><br /> Experience in a Senior Managerial Role in development, implementation and auditing of SMS and associated procedures.<br /> Experience of working in a Regulatory environment.<br /> Experience of working at Director/Senior Managerial Level in an ANSP or other Safety Critical Organisation.<br /> Experience of managing people and the provision of services to a corporate client.<br /> Operational ATC experience in a relevant civilian ICAO ratings.<br /> Experience in the evaluation of performance and subsequent delivery of relevant reports.<br /> Experience in a multi cultural environment an asset.<br /> Middle East experiences an asset.<br /> <br /> <br /> <br /> <br /> <br /> </p>
