<p>Our customer is a global powerhouse in the provision of commercial airline services.</p> <p>Due to a continued period of significant growth the need to appoint a Resource Optimisation Manager has been identified.</p> <p>You will be working between to purpose built highly modern facilities in the rapidly expanding Middle Eastern region.</p> <p> </p> <p><b><u>JOB PURPOSE</u></b></p> <p>Manage and implement the long and short term business improvement projects with particular focus on optimization of manpower, equipment and systems. Continuously review the strategic and operational practices; identify and implement most efficient, practical and productive ways of conducting business. Facilitate the associated change management process across various company units from people, processes and systems perspective to achieve the agreed objectives.</p> <p>Develop resource requirement scenarios to support the long, mid and short term tactical expansion plans and make recommendations to refine the insource/outsource resource planning techniques used by Business Support team.</p> <p><b><u>JOB ACCOUNTABILITIES LINKED TO OBJECTIVE AREAS</u></b></p> <p> </p> <p>Implement industry best practise improvements to systems and processes (people, equipment and systems) to enhance operational effectiveness through continuous review of established engagement standards, improved rosters, cross-utilization of resources and business process re-engineering (BPR) exercises. Prioritize, plan and manage process improvement projects in support of company long term plan in consultation with the business support team and line management and other support depts such as HR, Finance and PD.</p> <p>Influence the business management and process owners as regards the acceptance and implementation of potential improvement opportunities. Present the results of the improvement opportunities, its impact, including the processes changes, benefits, organisational implications, new or modified IT systems, the effects on Management Information Systems and key performance measures. Lead and support the change management processes in conjunction with strategic business plans as agreed with the management team.</p> <p>Establish and manage processes for the analysis and evaluation of the manpower, equipment, and other resource requirements such as outsource and provide information to support senior management decisions in line with company expansion plans. Aid the Business Support team in updating the conceptual techniques used in the IT systems for resource planning.</p> <p>Initiate, lead and manage simulation projects to conduct “what if” scenarios on departmental processes in order to assess tactical operational plans and constraints. Support Process Owners and management in all phases of implementation of the redesigned processes and recommendations to ensure delivery of benefits, and monitor for process compliance.</p> <p>Review the strategic long term plan / forecast for company and engagement standards to reflect the changing business environments and suggest changes to the standards in consultation with the Line departments. Own the engagement standards used for resource planning of manpower and equipment. Constantly review and update resource planning techniques used by the business support team members for developing the long/mid/short terms plans.</p> <p>Develop & continuously review functional KPIs for all business units to enable effective monitoring, with control mechanisms to guide the decision making process. Agree company KPI’s ensuring all are aligned with the corporate KPI’s. Initiate projects and identify resources to improve underperforming KPI’s. Monitor and regularly communicate company business units' performance against target.</p> <p>Develop, coach and motivate the team in a selection of Industrial Engineering, organisation design, Business Process Improvement methods, tools and techniques as applied to an airport ground handling or related service industry. Accountable for the management of the resource planning team in areas of performance management, training and development.</p> <p>Drive innovative solutions through team creativity and ensure a collaborative approach with other company business units within Airport Operations. To include the use of all company mandated technological solutions (INFORM, PROVEO, AACS etc.)</p> <p>Keep abreast of industry standards with respect to ground handling best practices; develop and implement benchmarks to measure company operations with industry standards.</p> <p>Deliver cost effective services within agreed budget. Monitor and control costs through effective resource management of staff, equipment and facilities. Review and adjust expenditure to meet fluctuations in demand to deliver savings against budget and forecasts.</p> <p><b>MINIMUM QUALIFICATIONS/EXPERIENCE/KNOWLEDGE/SKILLS </b></p> <p><b>Qualifications:</b></p> <p>Degree or Honours (12+3 or equivalent)</p> <p>Degree in Industrial Engineering or Graduate with Post Graduate degree / diploma in Industrial Engineering</p> <p><b>Experience: </b></p> <p>8+ yrs years working experience in resource and productivity planning, process management, change management and re-engineering preferably with a major airline or ground handling company</p> <p>Knowledge/skills:</p> <p>Management experience with an international airline or ground handling agent preferred.</p> <p>Must possess excellent communication skills and an ability to negotiate and influence at all levels.</p> <p>A highly competitive TAX FREE annual salary will be awarded along with an excellent benefits package</p>
