<p>Manage the effective achievement of Legal Department objectives through the leadership of the Law Department – setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximise subordinate and the performance of the Department.<br /> Recommend an optimum organisation structure for the Legal Department so that resources are optimally utilised and communication can take place in an efficient manner.<br /> Prepare and recommend the Legal Department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.<br /> Handle cases involving GCAA and prepare legal briefs and case papers in order to represent GCAA effectively in court.<br /> Follow-up on court directives and court orders regarding submission of documents or dates of appearance in court and ensure these are complied with punctually.<br /> Ensure GCAA’s case is thoroughly researched and prepared in order to build a strong case before the court and to maximise the chances of a positive outcome.<br /> Appear in court on behalf of GCAA and as appointed by the Ministry and defend GCAA’s case by putting forth arguments and explanations convincingly.<br /> Seek extensions or deferred dates if more time is required to prepare for the case.<br /> Prepare for the case and court arguments in a pro-active manner seeking to counter the points that are likely to be made by the opposing party.<br /> Discuss the issue on hand, its implications and possible outcomes thoroughly with the concerned department to enable effective preparation for filing a lawsuit or preparing the defence or for filing an appeal in a case.<br /> Communicate the outcome of court cases or the progress in a case to the concerned departments.<br /> Maintain continuous communication to seek documents or details from the concerned departments if required for the case.<br /> Create and maintain a database containing relevant information about cases handled and key details thereof to help in future reference.<br /> Recommend improvements to departmental policy and direct the implementation of procedures and controls covering all areas of Legal activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.<br /> Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of Department systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.<br /> Supervise the preparation of timely and accurate departmental reports of GCAA to meet&nbsp; and department requirements, policies and standards.<br /> Lead and direct the management of change through continuous improvement of departmental systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.</p>
