<p>On behalf of the Bahrain CAA, Serco are currently seeking an Airworthiness Inspector to manage safety regulation of civil air operations in Bahrain, including those of international operators working out of Bahrain, and the operation of Bahraini aircraft overseas.<br /> -Set policy and standards relating to safe air operations and to provide comprehensive safety education and training programs.<br /> -Manage the oversight of aircraft, maintenance activities, production and operations.<br /> -Provide oversight on aircraft operators, maintainers and manufacturers organizations as well as other aviation activities.<br /> -Assist in the development of policy and delivery of regulatory services that support domestic and international aviation operations along with the oversight of dangerous goods and cabin safety<br /> Tasks designated to the position include the following:<br /> -Assume responsibility and accountability for airworthiness practices and procedures associated with continued airworthiness and the operation of aircraft.<br /> -Develop and administer regulations and safety standards pertaining to the operation of aircraft.<br /> -Ensures conformance with national safety regulations<br /> -Engage primarily in the following:<br /> oInspect aircraft, maintenance procedures, air navigational aids, air traffic control, and communications equipment.<br /> oDetermine if equipment has been repaired or serviced lately and if repairs are satisfactory.<br /> oIssue certificates of airworthiness or deny them based on findings.<br /> oEvaluate the airworthiness of aircraft, including but not limited to:<br /> -Check equipment, instruments, and systems.<br /> -Inspect landing gear, tires, and exteriors of fuselage, wings, and engines for evidence of damage or corrosion.<br /> oIdentify damage and defects in grounded aircraft.<br /> oEvaluate airmen training programs, equipment, and facilities.<br /> oEvaluate the operational aspect of programs of air carriers and similar commercial and aviation operations for adequacy of facilities, equipment, procedures, and overall management to ensure safe operation of the aircraft.<br /> oDetermine if mechanics and repair facilities are adequate.<br /> oDetermine the adequacy of the program or schedule for periodic maintenance and overhauls.<br /> -Provide oversight of operators in accordance with policy and guidelines.<br /> -Make assessments and recommendations in relation to the issue of Air Operator Certificates, Certificates of Approval, Systems of Maintenance, Minimum Equipment Lists & regulatory service functions in accordance policy guidelines.<br /> -Encourage industry of its obligations to maintain high standards of aviation safety through; education, training programs, industry forums and timely aviation safety advice.<br /> -Promote workplace safety, equity and diversity, participative management and environmental management in the workplace</p> <p> </p> <p> </p> <p>Knowledge<br /> -Good knowledge of relevant ICAO documentation, in particular Annex 2, Annex 11,<br /> Doc 4444, Doc 9859 and familiarity with JARS and FARS.<br /> -Possess the knowledge and skill pertaining to the maintenance and airworthiness of aircraft.</p> <p>Skills<br /> -Ability to prepare reports and when required, present these to the client.<br /> -Ability to develop, maintain a simulator training program.<br /> -Ability to monitor deadlines and performance in-line with required standards.<br /> -A mature, proactive and responsible approach to work with initiative and problem solving capability.<br /> -Ability to understand complex systems and possess good IT skills.<br /> -Flexibility, excellent attention to detail, ability to identify key issues and manage an environment of regular change.<br /> -Ability to think strategically, execute quickly and adjust plans to meet organisational needs.<br /> -Able to hold sensitive and confidential materials in strict confidence.<br /> -Able to work independently under stringent deadlines and in a high pressure environment.<br /> -Function as a resourceful and proactive team member.<br /> -Strong organisational skills with attention to detail and the ability to prioritise, multi-task and meet tight deadlines and schedules.<br /> -Strong analytical skills; ability to work with complex issues and detailed information.<br /> -Ability to collaborate effectively with cross functional teams.<br /> -Good judgment and decision-making skills.<br /> -Adapt well to changing priorities.<br /> -An assertive completer / finisher with high level personal presence and credibility.<br /> -Intuitive with outstanding interpersonal influencing and communication skills; able to develop and motivate others.<br /> -Ability to align strategic and operational needs with training programs and organizational development efforts.<br /> -Ability to see problems as opportunities and to manage well under pressure.<br /> -Ability to communicate effectively both in writing and verbally and convey complex information in an easily understood format.<br /> -In-depth ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approach to problems.<br /> Experience<br /> -University degree in relevant aviation discipline with a specialization in aviation safety management (preferred)<br /> -Have held a recognized Aircraft Maintenance Engineer`s License (ICAO Annex 1) for a period of at least 8 years; OR<br /> -Have held an Airworthiness Inspector`s position within a National Regulatory Authority.<br /> -Specialized training in safety management systems and quality management systems.<br /> -Must have attended a recognized Auditing/Inspection Techniques Course.<br /> -Experience in a multi-cultural environment an asset.<br /> -Middle East experiences an asset.<br /> -Desirable<br /> oHave a strong background in airline operations and/or have held supervisory or management roles in the area of aircraft maintenance and engineering.<br /> oHave experience in system safety, human factors and accident / incident investigation.<br /> oA sound knowledge of project management.</p>
