We deliver Facility Management services to both Cleveland Clinic and Healthpoint Hospitals in Abu Dhabi, large-scale medical facilities in Saudi Arabia and a range of educational and commercial properties in the UAE. We also deliver postgraduate education to Officers in the Qatar Armed Forces through the Joaan Bin Jassim Joint Command and Staff College in Doha.<br /> Focussing on our core values, and creating a positive environment for employees to thrive, we look forward to a bright future as we continue to grow with the region.</p> <p><strong>Reporting to:</strong> Contract Manager<br /> <strong>Base location</strong>: Baghdad</p> <p><strong>Key Purpose</strong><br /> The ICAO Specialist assists the Iraq Civil Aviation Authority in evaluating its [closeness] to ICAO compliance. The ICAO Specialist will assist where possible in the completion of State Aviation Activity Questionnaire (SAAQ) as well as assist with completing questions on the online CMA website. The ICAO Specialist will assist in the process of developing safety oversight standards to meet ICAO compliance<br /> * Structure and reporting relationship<br /> * Reporting to the Contract Manager<br /> * Based on the specific requirement of the role</p> <p><strong>Key accountabilities</strong><br /> * Tasks which would be designated to the position would include providing assistance for the following:<br /> * Ascertain status of the State Aviation Activity Questionnaire (SAAQ)<br /> * Participate in CMA online requirements<br /> * Review of the Iraqi civil Aviation Law with specific reference to ATS safety oversight functions and make recommendations where necessary<br /> * Review of current regulations applicable to Personnel Licensing and SMS<br /> * Review current status and qualifications of oversight inspectorate personnel and make recommendations as necessary<br /> * Review ICAO deficiencies listed against Iraq and prepare action plan to act on/remove stated deficiencies<br /> * Review of differences filed against SARPs<br /> * Review status of Compliance Checklist submission<br /> * Conduct pre-ICAO audit – Develop Corrective Action Plan (CAP) as a result of audit<br /> * Evaluate staffing requirement against CAP<br /> * Prepare budgetary estimates for CAP-related activities<br /> * Provide inputs into the process of developing the annual oversight program to ensure compliance with ICAO.<br /> * Assist in developing plans for bringing ICAA closer to ICAO compliance<br /> * Draft and submit reports to the Flight Safety Director, and other department heads following evaluations of the respective departments’ compliance to ICAO standards.<br /> * Contribute to safety promotion activities within the Iraqi Civil Aviation Authority<br /> * Liaise with relevant ICAA departments on changes to meet required standards<br /> * Provide advice and guidance to the ICAA, sharing best practice, trends and other information to promote best practises<br /> * Assist in maintaining on-going liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing regulations to foster the safe and orderly growth of Iraqi civil aviation.<br /> * Participate in continuous improvement programmes to enhance existing systems and processes to ensure alignment with Iraq CAA’s objectives.</p> <p><strong>Essential technical and professional skills , knowledge and qualifications<br /> Knowledge</strong><br /> * Comprehensive working knowledge of ICAO Annexes and ICAO Documents related to ATS/AIS.</p> <p><strong>Skills</strong><br /> * Fluency in written and spoken English is essential<br /> * Computer literate and have excellent communication, organisational and presentation skills<br /> * Proven records of good writing, oral, analytical, and investigative and people sensitive skills.<br /> * Have a sound knowledge of SMS procedures.<br /> * Ability to prepare reports when required.<br /> * Able to develop, schedule and complete auditing programmes<br /> * Ability to monitor deadlines and performance in-line with required standards.<br /> * A mature, proactive and responsible approach to work with initiative and problem solving capability.<br /> * Flexibility, excellent attention to detail, ability to identify key issues and manage an environment of regular change.<br /> * Ability to think strategically, execute quickly and adjust plans to meet organisational needs.<br /> * Able to hold sensitive and confidential materials in strict confidence. <br /> * Able to work independently under stringent deadlines and in a high pressure environment. <br /> * Ability to collaborate effectively with cross functional teams.<br /> * Good judgment and decision-making skills.<br /> * Adapt well to changing priorities.<br /> * Ability to see problems as opportunities and to manage well under pressure.<br /> * Ability to communicate effectively both in writing and verbally and convey complex information in an easily understood format. <br /> * Ability to remain impartial and provide objective assessments<br /> * Strong organisational skills with attention to detail and the ability to prioritise, multi-task and meet tight deadlines and schedules.<br /> * Flexibility, excellent attention to detail, ability to identify key issues and manage an environment of regular change.<br /> * Function as a resourceful and proactive team member.<br /> * Ability to collaborate effectively with cross functional teams.<br /> * Ability to align strategic and operational needs with training programs and organizational development efforts.<br /> * In-depth ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approach to problems.</p> <p><strong>Experience</strong><br /> * Experience working with ICAO or experience with ICAO Audits<br /> * Current or previous Air Traffic Controller with a minimum of 5 years operational experience.<br /> * Experience working in a regulatory environment with an aviation safety or inspection role with a (preferred).<br /> * Audit
