<p><strong>The Role</strong></p> <p>We have an exciting opportunity for an experienced regulator to lead civil aviation regulation in the Channel Islands.</p> <p>The DCA is a pan-island role that will appeal to someone passionate about small jurisdiction civil aviation safety and regulation. It combines two statutory positions: the Director of Civil Aviation for the Bailiwick of Jersey and the Director of Civil Aviation for the Bailiwick of Guernsey.</p> <p>The post holder will be responsible for the oversight of the licensing and regulation of civil aviation activities in both Islands, and for the monitoring and implementation of local and international aviation safety and security standards across the Channel Islands.</p> <p>This is a highly strategic role. It is intended that two full-time Deputy DCAs (DDCAs) - one in Guernsey and one in Jersey - will carry out the day-to-day operational functions of the Offices of the DCA, while the DCA primarily focuses on pan Channel Islands issues, external stakeholder engagement, and oversight of the Deputy DCAs.</p> <p>While relocation to the Channel Islands is not a requirement, frequent travel to both Islands will be necessary.</p> <p><strong>Key responsibilities</strong></p> <p>The postholder will report through the Committee <em>for</em> Economic Development in Guernsey and to the Minister for External Relations in Jersey (to the States of Guernsey and Jersey respectively) and additionally is subject to governance and scrutiny from an independent Civil Aviation Oversight Board, comprised of a mix of senior civil servants from both islands, political representative/s and aviation industry specialists.</p> <p>The DCA holds several regulatory responsibilities for Channel Islands Controlled Air Space, including:</p> <ul> <li>strategic oversight of aviation security and meteorological services</li> <li>the provision, issuance and management of Aerodrome, Foreign Carrier and Aerial Work Permits</li> <li>strategic oversight of the technical approvals for both the Guernsey Aircraft Registry (2-Reg) and the Jersey Aircraft Registry</li> </ul> <p>The postholder will:</p> <ul> <li>monitor and review development in international civil aviation law, regulations and standards to ensure the Islands’ civil aviation regulatory framework is compliant with these</li> <li>develop and propose appropriate amendments to the civil aviation legislation in both Guernsey and Jersey</li> <li>ensure the regulation and licensing of Guernsey, Jersey and Alderney Airports is conducted</li> </ul> <ul> <li>establish and maintain close working relationships with both internal and external stakeholders, including:</li> <li>the UK Department for Transport, the UK Civil Aviation Authority (CAA)</li> <li>the European Aviation Safety Agency (EASA) - the Competent Authority for some services provided within the Channel Islands Control Zone</li> <li>International Civil Aviation Organisation (ICAO)</li> <li>French aviation authorities</li> <li>the European Commission and other similar industry representative bodies on civil aviation regulatory, technical and commercial matters</li> <li>the Deputy DCAs in both islands</li> <li>islands’ aviation stakeholders</li> <li>contribute toward discussions with HM Government on civil aviation strategic policy and regulation in the Bailiwicks</li> <li>act as an ambassador for the ODCA and raise the profile and enhance the reputation of aviation and the Islands internationally</li> </ul> <p><strong>Your Skills</strong></p> <p>Technical qualifications:</p> <ul> <li>Significant experience of undertaking the role of a regulator and proven ability to focus on achieving the most efficient and effective solution for a given situation</li> </ul> <ul> <li>A knowledge and understanding, and preferably recent experience at a senior level, of civil aviation regulation, law and regulation making processes</li> </ul> <ul> <li>A formal legal qualification would be an advantage</li> </ul> <p>Competencies:</p> <ul> <li>A highly competent communicator, able to develop strong relationships, influence and negotiate with industry bodies, Government Departments and other safety authorities</li> </ul> <ul> <li>A pragmatist, who works towards solutions that satisfy commercial decision making but give priority to the safety and security of civil aviation</li> </ul> <ul> <li>Ability to gain an understanding of local legislation, the Channel Islands constitutional status and relationships with the EU and an appreciation of the economic and commercial implications to the islands of developments in aviation matters </li> <li>Self-motivated with the personal qualities and experience to effectively regulate a vital part of the Channel Islands infrastructure and to represent their interests at inter-governmental level </li> <li>The ability to develop strategic policy and advice based on reliable evidence</li> </ul> <p><a name="_Hlk91774409" rel="no-follow">For further information or to apply, please contact: </a><a href="mailto:anita.walker@gov.gg" rel="no-follow">anita.walker@gov.gg</a></p>
