<p><img alt="Jersey airport" rel="no-follow" src="/getasset/b1ca5c40-0280-4fb6-a1a9-a0ec5efcb167/" /><strong>&nbsp;</strong></p> <p><strong>Job Purpose:</strong></p> <p>As the Channel Islands Aviation Regulator, the ODCA provides a regulatory oversight function in&nbsp;support of the Channel Islands, the Aerodromes, Air Traffic &amp; Airspace Regulator (AR) is responsible for safety oversight of Aerodromes, Air Navigation, Airspace and Meteorological (Met) Services in the Channel Islands in support of the Director of Civil Aviation (DCA), as well as the development of regulatory policy.</p> <p>The role has pan governmental responsibilities and interactions.</p> <p>This role will also have management responsibility for the role of Aviation Security Regulator in the Office of the DCA (ODCA).</p> <p><strong>Job specific outcomes:&nbsp;&nbsp;</strong></p> <p>Regulate all Channel Is lands aerodromes ensuring that service providers comply with the safety standards set by the International Civil Aviation Authority (ICAO) relevant to aerodromes, air traffic, airspace and Met Services.</p> <p>Engagement with Government and Regulatory bodies (such as the European Aviation Safety Agency (EASA), the UK Civil Aviation Authority (CAA), aviation trade bodies and members of the public.</p> <p>Ensure protection and compliance of the dedicated block of airspace known as the Channel Islands Airspace which is crucial to continued international connectivity.</p> <p>Conduct regulatory audits and oversee and assess and respond to audits performed by external bodies such as the EASA and CAA.</p> <p>Conduct inspections and investigations into safety concerns, conduct surveillance operations at all aerodromes and take regulatory action, when required, under the guidance of the DCA.</p> <p>Manage compliance monitoring process in the given area of expertise.</p> <p>Reviewing documentation submitted in support of an application for the renewal of an Aerodrome License (and where delegated to, approving on behalf of the Director) and the drafting of regulatory requirements and guidance material for the approval of the DCA.</p> <p>Reviewing submitted Mandatory Occurrence Reports (MORs) and the oversight of the ODCA SMS process involving aerodrome or Air Navigation Services.</p> <p>Collaborate with the Government Law Officers regarding all matters associated with legislation and regulation in the Channel Islands.</p> <p>Line management responsibilities for the Aviation Security Regulator, including the setting of objectives and regular one to one meetings.</p> <p>Provide guidance and support to the DCA on all matters associated with its area of expertise deputize for the DCA in the absence of the DCA.</p> <p><strong>Statutory responsibilities:</strong></p> <p>Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time.</p> <p><strong>Organisational Structure:</strong></p> <p><img alt="image" rel="no-follow" src="/getasset/d51ce266-8bf8-4486-8a63-9173e786b9de/" /></p> <p><strong>Note:</strong> The Director of Civil Aviation is a Statutory role.</p> <p>The reference to Shared Role indicates Pan Government responsibilities.</p> <p>The Director of Civil Aviation nominally reports to the Head of Financial Sanctions and International Compliance within the Government of Jersey.</p> <p>The Head of Financial Sanctions and International Compliance is a direct report to the Chief Officer – External Relations.</p> <p><strong>Core Accountabilities, Attributes and Behaviour Indicators:</strong></p> <p>Appointees to this role will be required to adhere to and perform their duties in line with the standards identified in the Government&nbsp; of Jersey tier 4/5 core accountabilities attributes and behaviour indicators.</p> <p>&nbsp;</p>
