<p style="text-align: justify;"><strong>Job Purpose:</strong></p> <p style="text-align: justify;">To lead and manage the overall project lifecycle (including but not limited to: initiation, planning, execution, monitoring delivery and close out) and activities of allocated ANS projects in the domains of Communication, Navigation, Surveillance (CNS) equipment, Air Traffic Management (ATM) systems, Aeronautical Information Systems (AIS/AIM) and Airspace / Procedures related programmes, in a timely and efficient manner.</p> <p style="text-align: justify;"><strong>Duties, Responsibilities and Accountabilities:</strong></p> <p style="text-align: justify;">• Lead and manage the delivery of CNS/ATM, AIS/AIM and Airspace/Procedure change related projects and programmes.<br /> • Lead the co-ordination with the operational and engineering teams, as well as other ANS departments, customer(s) and relevant stakeholders to identify project requirements, and prepare planning and budgeting.<br /> • Prepare comprehensive business cases based on the operational, technical & regulatory requirements, and requested/approved budget to outline detailed project rationale/business need, scope of works, high level schedule/milestones, cash flow, tangible/intangible benefits and potential risks with mitigations., to justify and seek approvals to activate the projects.<br /> • Develop comprehensive Project Charter and change management documentation for allocated projects.<br /> • Lead and direct the development of project RFI/RFP documentation including detailed Scope of Works(SOW), requirements specifications, , resource requirements and Bill of Quantities, with inputs from subject matter experts(SMEs) from applicable ANS departments, for customer review and approval to release for procurement.<br /> • Review the draft RFP and form of contract and related contractual documentation from the project/technical perspective and provide feedback to client/contracts team.<br /> • Liaise with the applicable procurement department to provide project inputs to prepare Prequalification Questionnaire, Request for Proposal documents to be released to the potential bidders.<br /> • Lead and manage the technical evaluation of bids received to ensure the defined criteria is followed by all technical committee members to shortlist the most suitable technical solutions/bidders.<br /> • Work with the nominated ANS project team and successful contractors to kick-off and execute the assigned projects as per contractual terms and monitor progress against plan. Successful candidate will require the in-depth knowledge and experience of Project Management in a live international airport/mission critical environment, Planning & Scheduling, Engineering & Operational scope responsibilities, Site Management, and resources & stakeholder management for efficient execution of project tasks.<br /> • Participate in scheduled and unscheduled project activities to ensure adherence to plan and to identify any challenges / risks in a proactive manner and put mitigation plans in place.<br /> • Ensure requirements are tracked, validated and verified, preferably by means of a Validation Cross Reference Matrix (VCRM) updated at each stage of project, to ensure that all project scope/systems are implemented in full compliance with the contract technical specifications, by using this process to Validate and Verify that the stated requirements are fully delivered.<br /> • Monitor and report on project progress. Take appropriate action(s) to gain internal / external stakeholder buy-in for any recommended changes to the project plan / contractual terms.<br /> • Track and monitor project spend against budget and time in order to address any variance in a timely manner.<br /> • Verify and validate invoices and claims from contractors and liaise with relevant customer departments to process the payments in a timely manner.<br /> • Plan and co-ordinate Design reviews, testing procedures O&M trainings and Operational Readiness/Verification (ORD/OV) on allocated projects.<br /> • Prepare documentation for technical and / or operational handover for the end user at the successful completion of the project.<br /> • Prepare practical completion certificate for the contractor to confirm successful project delivery as per agreed plan including post implementation review.<br /> • Regularly check for updates from ENG department who will monitor the equipment / services delivered as part of the project for the agreed duration of defects liability period (DLP) for optimal customer satisfaction.<br /> • Carry out necessary checks of deliverables, payments and claims etc. to complete the contract closure process and issuance of Defects Liability Certificate.<br /> • Manage any allocated support / 3rd party contracts on behalf of the customer.<br /> • Communicating regularly with clients to provide periodic reports and updates on projects and answer questions regarding the status of the projects. Provide line management for all direct reports, including objective setting, establish development plans and monitor performance and progress against targets set.<br /> • Safety responsibilities and accountabilities of this position are detailed in the Safety Management Manual of the organization. The Job holder is required to maintain awareness and knowledge in relation to their safety responsibilities associated with their job function.</p> <p style="text-align: justify;"><strong>Educational Qualification:</strong><br /> • 3 or 4 year Bachelor’s degree in a related Engineering OR Operational/project management discipline required.</p> <p style="text-align: justify;"><strong>Professional Certifications:</strong><br /> • Project management qualification( PMP or PRINCE2),. is required, with valid current certification.<br /> • Desirable: CNS/ATM, Special Airport Systems OEM trainings and certifications</p> <p style="text-align: justify;"><strong>Experience:</strong><br /> • 10 years’ of experience of delivering complex projects / programmes including project/programme management, leading detailed design/critical design reviews, interface management, commissioning, SAT & delivery, project closeout and effective technical & schedule presentations.</p> <p style="text-align: justify;">• Experience of delivering significant change in an Air Traffic Management environment -Proven capability in delivering systems installation & integration of large, multi-million projects and support services. Ideally to have a hands-on experience in integrated Special Airport Systems and/or CNS/ATM systems, solutions, services, solid back of systems integration from design through to project delivery, and will provide valuable leadership in design reviews, verifications and client discussions.</p> <p style="text-align: justify;">• Need to be fully conversant with the CNS/ATM industry, key OEMs and integrators/contractors. Sound technical competency, negotiation, team work and risk management skills.</p> <p style="text-align: justify;">• 5 years’ experience of providing line management to direct reports : Solid understanding and management of project management processes, team management, technical and resource governance procedures, as well as compliance to other inter-departmental processes within a mature airport operations/project oriented organisation.</p> <p style="text-align: justify;"><strong>Special Technical & Interpersonal Skills:</strong><br /> • Proficiency in English language, fluent speaking and excellent written/business communication skills are required. Working knowledge of Arabic preferred.<br /> • Knowledge and experience of QMS/IMS framework and practice (ISO standards 9001, 14001, 45001) in a project management and organisational framework.<br /> • Software usage proficiency in Office IT (MS Word, Excel, Powerpoint, Outlook), and MS Project required to perform this function.<br /> • Team player and problem solver with attention to detail, integrity, and strong work ethics.<br /> • Ability to work under pressure in a deadline-oriented environment without compromising project quality and technical competency.<br /> • High level of Emotional Intelligence and people management skills.<br /> • Strong time management and prioritisation skills.<br /> • ANS Technical and Project Documentation<br /> • Knowledge and experience of the following (preferred):<br /> o Operation & Maintenance of a range of airport systems and air traffic equipment, including communication, navigation and surveillance (CNS) systems<br /> o Rules and regulations regarding the operations and maintenance of ATM equipment & systems<br /> o International Civil Aviation Organisation (ICAO) SARPs and Annexes<br /> o UAE Civil Aviation (GCAA) Regulations (CARs)<br /> o UAE Telecommunications & Digital Government Regulatory Authority (TDRA)<br /> o Basic understanding of ATC Operations and related activities in and ANS and airport setting.<br /> o Validation and Verification processes in a mission critical project environment.<br /> o Requirements capture / verification processes and related software tools.<br /> o Integration of CNS/ATM systems, including interfaces to external systems<br /> o Risk, safety and change management in an ANS environment.<br /> o QMS/IMS and SMS standards<br /> o Project management software such as Primavera, Aconex etc.<br /> • Keep up to date on current and emerging technologies in the CNS/ATM domain and project management techniques, and maintain technical/project management certifications and interests.</p>
