About this role
<p><strong>Job Purpose</strong></p> <p>To design, validate, and support implementation of Instrument Flight Procedures and Airspace structures to carry out obstacle assessments; to provide expertise and advice on instrument flight procedure design, airspace design and obstacle control matters; to maintain airspace and obstacle databases and to provide On-the-Job Training (OJT) in the area of Instrument Flight Procedure Design.</p> <p><strong>Responsibilities</strong></p> <ul> <li>Design and validate Flight Procedures as per GANS’ IFPD Operations Manual, ICAO Doc 8168 Vol II, ICAO Doc 9906, SMS processes, and other internal or external regulatory requirements as applicable, for the safe and efficient operation of aircraft.</li> <li>Prepare Approach, SIDs, STARs and Radar Minima Charts for validation, regulatory approval and publication purposes</li> <li>Validate Annex 14 assessment if conducted by obstacle control specialist; Carry out PANS-OPS assessments of the potential impact of new or existing structures on flight procedure. Review and analyse Special aeronautical study and solution proposed; provides technical expertise in support of various Airspace Working Committee; amendments of OLS drawing, databases, checklists accordingly</li> <li>Design an efficient, flexible, and dynamic airspace undertaking critical reviews of airspace concepts, integrating airspace needs and PBN capabilities, analysing the pertinent data, and translating it for operational use to support an effective and efficient implementation.</li> <li>Processing applications for airspace change proposals</li> <li>Participate in Instrument Flight Procedure panels, workshops/conferences as relevant, in order to provide technical expertise on all matters related to airspace and instrument procedure design, andto communicate the IFPD services available to potential and existing clients.</li> <li>Provide information and support (includes giving advice on regulations and standards) to the operators (both providers and users of ANS) within the airspace system for the purpose of Clarification, Policy announcement, Technical and Accident Information</li> <li>Provide On-the-Job Training to new resources and to external clients, defining training plans and objectives, transferring knowledge and competencies and supervising and monitoring training progresses to ensure the effectiveness of the training.</li> <li>Contribute to the update of databases pertaining to obstacles, flight procedures and airspace data to ensure that applicable data are properly maintained and available for design purposes.</li> <li>Provide quality assurance to the applicable charts produced under the IFPD processes to ensure compliance with international and national standards.</li> <li>Perform other airspace and obstacle job related duties as may be assigned from time to time</li> <li>Safety responsibilities and accountabilities of this position are detailed in the Safety Management Manual of the organization. The Job holder is required to maintain awareness and knowledge in relation to their safety responsibilities associated with their job function.</li> </ul> <p><strong>Educational Qualification:</strong></p> <ul> <li>Diploma in the aviation field or Bachelor’s Degree in engineering or mathematics.</li> </ul> <p><br /> <strong>Professional Certifications:</strong></p> <ul> <li>Instrument Flight Procedure Designer (PANS-OPS) Basic Course Certificate</li> <li>Instrument Flight Procedure Designer (PANS-OPS) Advanced Course with Certificate</li> <li>ARINC 424 coding course with Certificate</li> <li>FPDAM Software training course with Certificate</li> <li>Proven records of FPD OJT completion</li> <li>PANS-OPS recurrent training in the last 3 years with certificate</li> <li>Proven track record of IFPs designed in the last 12 months</li> <li>Aviation SMS course in the last 3 years with proven record</li> <li>Preferably Air Traffic Controller or Commercial Pilot</li> </ul> <p><br /> <strong>Experience:</strong></p> <ul> <li>Have at least five (5) years’ experience of working in PANS-OPS design, validation, and charting.</li> <li>Have at least eight (8) years’ working experience in air traffic control, airport or airline operations</li> <li>Have an appropriate third level qualification or equivalent aviation experience</li> <li>Have a basic understanding of the policies and procedures of both Civil and Military aviation authorities.</li> <li>Be conversant with ICAO and or Federal Regulations, standards and documentation and their applicability to both Civil and Military aviation sectors </li> </ul> <p><br /> <strong>Special Technical Skills:</strong></p> <ul> <li>Be proficient in the use of FPDAM flight procedure design software (preferably used in the current occupation)</li> <li>Knowledge of ICAO Annex 4, Annex 11 and Annex 14 and related ICAO DOCs, as applicable for the role.</li> <li>Knowledge of AIXM 5.1 exchange model and aeronautical database concepts (previous experience with the use of aeronautical database in relation to flight procedure design activities is preferrable)</li> <li>Linguistic and literary ability of a high calibre to ensure operational and functional issues are conveyed effectively</li> <li>Accurate and proven knowledge of ATS practices, procedures, regulations and training.</li> <li>Computer literacy in Office application programs is essential (Word, Excel, Access, Adobe and Project applications)</li> <li>Knowledge of CAD software (preferably Microstation and/or AutoCAD)</li> <li>Aviation QMS knowledge</li> </ul>
