Fatigue is increasingly being recognised as a key risk to aviation safety and operational efficiency. To manage exposure to this risk, operators are starting to introduce "Fatigue Risk Management Systems" (FRMS). An FRMS is a data-driven means of continuously monitoring and managing fatigue-related safety risks, based upon scientific principles and knowledge as well as operational experience that aims to ensure relevant personnel are performing at adequate levels of alertness (ICAO). ICAO SARPS Annex 6 Part 1: International Commercial Air Transport - Aeroplanes was amended on 15th June 2011 (applicable on 15th December 2011) to incorporate changes to fatigue management requirements. Regulators are required to establish regulations for the purpose of managing fatigue which are scientifically based and aim to ensure that flight and cabin crew members are performing at an adequate level of alertness. These may include FRMS Regulations which permit operators to establish an FRMS for part or all of their operation. This course is designed to be consistent with the relevant regulations and ICAO's guidance material on FRMS. As well as providing detailed explanation of the science of sleep, circadian rhythms and how fatigue impacts on the safety margin, the course includes a series of 'how to' sessions each focusing on a different aspect of the ICAO FRMS requirements. Attendees leave the course with the knowledge and materials required to commence the implementation of an FRMS in their organisation, consistent with the ICAO requirements discussed above. All delegates receive a comprehensive syllabus which includes hand outs of the presentations and additional human factors materials for further study or reference. <br />Content <br /> <br />Learning Objectives: This course is designed to provide delegates with: A comprehensive understanding of fatigue, its causes and consequences for safety and performance; A thorough understanding of FRMS: scientific principles, structure and benefits ICAO's amendments to requirements for the management of fatigue and the implications for States and Operators; The knowledge and understanding required to begin to develop an FRMS The ability to develop policies and procedures that will enable the better management of fatigue risk; The tools to:<br />o identify fatigue-related safety hazards and the resulting risks;<br />o develop ways to effectively mitigate the risks associated with the hazards;<br />o develop ways to monitor and assess mitigation of fatigue risks;<br />o develop ways to facilitate continuous improvement to the overall performance of the FRMS.<br /> <br />Target Group: The course is designed for those responsible for operational risk, safety, crew scheduling and human factors. The course is suitable for representatives from aviation operators, regulatory authorities and pilot unions. Important: The course also forms the first two days of the JAA TO course 'Introduction to Fatigue Risk Management Systems for Regulators' (in total 3 days), which is available per 2012.
