Band E - Starting from £36,325 per annum. </p> <p><strong>Benefits: </strong>We offer generous benefits </p> <p><strong>Team: </strong>British Antarctic Survey </p> <p><strong>Location: </strong>Cambridge (although overseas travel may be necessary) </p> <p><strong>Closing date: </strong>28 July, 2019 11:59 pm</p> <p><strong>Description</strong></p> <p>The British Antarctic Survey (BAS), part of the Natural Environment Research Council, undertakes and supports a world-class programme of scientific research. It sustains, for the UK, an active and influential regional presence and a leadership role in Antarctic affairs.</p> <p>This role is essential to BAS maintaining Approvals and the associated international standards that allow operation of the DASH 7 and Twin Otters in support of the delivery of Polar Science. It needs a conscientious approach and attention to detail, as it is required to enable a safe operation, in challenging environments, through the application of key elements of a Safety Management System.</p> <p>The safety manager must interact with operational personnel, senior managers and departmental heads throughout the organization. The safety manager should also foster positive relationships with regulatory authorities, agencies and service providers outside the organization. Other contacts will be established at a working level as appropriate.</p> <p>They will act as an information conduit to bring safety issues to the attention of management and to deliver safety information staff and stakeholders through the promotion and analysis of effective safety reporting.</p> <p>Another cornerstone to the role is the continuous improvement of hazard identification and risk assessment schemes within the Aviation SMS. This is both in response to reporting and audit events but also a pro-active approach to safety management.</p> <p>They will build and maintain excellent working relationships with the organisations other safety managers and teams, and play a key role in integration within the wider safety context of the BAS operations.</p> <p>The role is key to the Air Unit and covers all the areas from operation, communicating with Regulatory bodies, to interaction with international agencies. As such it requires someone who, through effective leadership, promotes a culture safe working practices.</p> <p><strong>Purpose</strong></p> <p>The safety manager is responsible to the BAS Air Unit Accountable Manager for providing guidance and direction for the planning, implementation and operation of the Air Unit Safety Management System (SMS-Aviation). The aviation safety manager provides SMS-related services to the enable compliance with OTARs, IS-BAO and the BAS SMS.</p> <p>The role is key fundamental to the safe operation of the aircraft, not just in Antarctica but worldwide. The role will facilitate investigations of incidents and co-ordinate actions and response to both incidents and to suggestions and changes to the operation that proactively enhance the safety of the operation environment. The leadership and co-ordination of safety across BAS is a fundamental principle of the organisation and this role will work with other safety managers to assure an integrated and holistic approach to the subject.</p> <p><strong>Qualification</strong></p> <p>GCSE Maths GCSE English (or equivalent)</p> <p><strong>Duties</strong></p> <p>1) Manage the operation of the Aviation SMS covering all aspects of BAS Air Unit operations (to include ground, engineering, flight ops, contractors and stakeholders)<br /> a. Conduct gap analysis of the current SMS<br /> b. Create an implementation plan with the Accountable Manager to develop the Aviation SMS to achieve an integrated SMS within 24 months<br /> i. aviation hazard risk register<br /> ii. safety targets<br /> iii. safety performance indicators<br /> iv. safety assurance program (collect and analyse relevant safety data)<br /> v. change management<br /> vi. integrate appropriate parts of Part A Sect.3 to the Safety Management Manual<br /> c. Monitor the effectiveness of the Aviation SMS<br /> 2) Develop BAS communication in the area of aviation safety<br /> a. Support line managers in implementing and improving safety systems (but not be held directly accountable for all safety management performance)<br /> b. Communicate safety issues to senior management<br /> c. Communicate safety performance to relevant staff and contractors<br /> d. Improve safety performance through facilitating in house AU management communication, and contractor communication<br /> 3) Manage all Aviation Safety Documentation<br /> a. Develop and manage the Safety Management Manual – Aviation<br /> b. Develop and manage a document management system, to include Risk Assessment and Incident Reporting. Maximo solution for storage and management of documents, from Cambridge, bases and homeworking.<br /> c. Introduce defined procedures/SOPs for documenting/storing/actioning OR/MOR reports within the system.<br /> d. Introduce a method of risk assessment of OR/MORs prior to and post mitigating actions<br /> 4) Ensure compliance with Safety/incident reporting related regulations<br /> 5) Manage Air Unit safety budget (specifically safety/SMS training)<br /> 6) Manage the risk assessment process of identified hazards<br /> a. Collate RAs from all sections<br /> b. Oversee RA reviews<br /> c. Initiate new RAs when applicable<br /> (individual managers responsible for providing initial RAs to Safety Manager and subsequently reviewing them)<br /> 7) Manage the Aviation Incident Reporting System as part of an Accident Prevention Program<br /> a. Submit reports to appropriate authorities in timely manner<br /> b. Initiate investigations and assign investigators<br /> c. Collate actions/recommendations of ORs/MORs<br /> d. Seek management agreement on proposed actions<br /> e. Oversight and review/audit of closed OR/MORs<br /> f. Monitor and evaluate results of corrective actions<br /> 8) Manage and edit the Flight Safety Bulletin<br /> a. ensure aviation safety related information and organisational objectives are made clear and available to all personnel<br /> b. provide an update of OR/MOR incidents, investigations, closures<br /> 9) Contribute to the Flight Safety Management Team (through the Safety Review Panel)<br /> a. Instigate regular FSMT meetings (minimum 2 annually)<br /> b. Provide annual Aviation Safety Report to FSMT – including analysis of trends/SPIs<br /> 10) Contribute to the Emergency Response Plan<br /> a. Participate in ERP practices in appropriate role (& promote aviation related practices)<br /> b. Review aviation related aspects of Emergency Response Plans and Procedures and update and develop as necessary<br /> 11) Instigate, conduct and administer safety surveys/audits<br /> 12) Manage and deliver aviation safety campaigns<br /> 13) Oversee and review safety training requirements for staff involved in BAS aircraft operations<br /> 14) Manage any future development of Flight Data Monitoring (FDM)</p> <p><strong>To apply for this role, or for more information, please click the Apply button.</strong></p>
