To support the growth of the airport through developing a team which can support the increasing complexity a larger airport will bring. To lead, motivate, develop and coach the ATC team to deliver consistently high cost effective standards of safety, security, compliance and skills competence.</p> <p>Excellent communication skills, a proactive leader with a confident, professional approach at all times that enables effective resolution of conflicts and delivery of relevant solutions through a team centred ethos.</p> <p>To deliver a safe, efficient and sustainable Air Navigation Service that meets the needs of the airport’s business partners and neighbours.</p> <p>To provide professional expertise and advice in all matters relating to the operation and management of the air Navigation Service to the airport management team, paying particular regard to the regulatory and statutory safety and environmental requirements.</p> <p>Lead the Air traffic team to ensure the provision of a high quality, safe, secure and professional experience for all our customers.</p> <p><b>Main Responsibilities and Objectives:</b></p> <p><strong>Specific Responsibilities and Objectives</strong></p> <ul> <li>To ensure regulatory, Stobart Group safety, environmental standards and recommended practices relating to airside areas are fully incorporated into the operation and that they are demonstrable during internal and external audits. As one of the specified posts on the Aerodrome Licence, to demonstrate to the CAA a professional and competent approach to the management of the LSA safety management system. This includes investigating all incidents and accidents and taking appropriate remedial action where standards have not been met or where improvements can be made.</li> <li>To lead and motivate the team, providing a clear departmental vision and setting strategies and goals to deliver the departmental business plan and KPI’s as part of the overall contribution to the airports business plan. To sustain the change in culture, providing the necessary leadership, support and encouragement to the team to enable them to act with increased confidence and levels of empowerment.</li> <li>To deliver a departmental business plan which makes adequate provision for staffing, training and projects which are critical both to the strategic needs of the business and the safe and efficient operation of the unit.</li> <li>To liaise with internal and external customers and authorities, to ensure that the air traffic team provides a customer focused, cost effective service which maximises the use of the facilities.</li> <li>As a member of the airport senior management team, ensure that professional advice on all matters related to airside and air navigation safety and environmental management, capacity issues and any other operational or technical matters is provided to internal and external customers. This will include the identification of potential safety, environmental, capacity and customer service improvements, and the formulation of plans to implement appropriate solutions.</li> <li>To ensure that appropriate business continuity plans and shared risk assessment which have an impact on the operations environment are developed and regularly reviewed and that any lessons learnt are incorporated into improved procedures</li> <li>To set and achieve financial and manpower targets for Air traffic control, through the effective control and utilisation of capital budget, revenue budget, and manpower. This should be done in full consideration of meeting targets as well as achieving the highest customer service. </li> <li>To create long term strategic and capacity plans for airport development and customer service enhancements in line with forecast financial and operational requirements.</li> <li>Develop control procedures (Local ATC Instructions) according to CAA/EASA regulations, ICAO documentation and operational instructions that provide a safe, orderly and expeditious flow of air traffic to prevent collisions between aircraft.</li> </ul> <ul> <li>Ensure the ATC Unit Training Plan and Unit Competency Scheme documentation is generated and maintained and that all staff are trained and maintain competence to carry out their role and tasks.</li> </ul> <ul> <li>Conduct Risk and Hazard Reviews.</li> <li>Ensure incidents are reported, fully investigated and lessons learned disseminated.</li> <li>Oversee the provision of necessary data to support the invoicing and collection of revenue from aerodrome users.</li> <li>Ensure SCRATCOH compliant Watch Rosters are produced.</li> <li>Manage effective utilisation of resource to ensure minimum manning standards are maintained as required.</li> <li>To ensure that the airfield standards meet the statutory requirements defined in the Air Navigation Order and those regulatory requirements set by the CAA/EASA. To ensure compliance against other external safety and environmental standards.</li> <li>Demonstrate a comprehensive knowledge of relevant statutory and regulatory requirement. The post holder will also be expected to represent the airport at all levels</li> <li>Review AIP/AIC changes and other CAA SRG publications and promulgate relevant information to the ATC team.</li> <li>Generate and review Safety Cases as required.</li> <li>Ensure all ATC staff receive formal and documented personal appraisals as required by Stobart Group policy.</li> <li>Ensure that all plant and equipment is serviced, maintained and fit for purpose.</li> </ul> <ul> <li>Ensure that all accidents, incidents and near misses are reported and investigated as per company policy.</li> <li>Ensure that all procedures and processes are maintained in line with current legislation and internal policies.</li> <li>Ensure that all audit findings both internal and external are addressed within the agreed timescales.</li> <li> Conduct Safety tours/inspections as per the agreed schedule.</li> <li>Monitor and manage all third part contractors and their activities where relevant.</li> <li>Member of Crisis Management Team.</li> </ul> <p><strong>Key Attributes:</strong> <strong>Core</strong></p> <ul> <li>Inspirational leadership.</li> <li>Effective communication and relationship building.</li> <li>Service delivery and maintenance of compliance focused.</li> <li>Accuracy in both theoretical and practical workplace applications – an eye for detail.</li> <li>Sound data analysis ability</li> <li>A problem solver – an ability to work on one’s initiative.</li> <li>High level of business awareness.</li> <li>Ability to deal effectively with difficult people.</li> </ul> <p><strong>Desirable</strong></p> <ul> <li>Performance management and coaching.</li> <li>Ability to create trust and show empathy.</li> </ul> <p><strong>Qualifications:?</strong></p> <p><strong>Core</strong></p> <ul> <li>To have held a recognised UK air traffic control qualification (civil or military)</li> </ul> <p><strong>Desirable</strong></p> <ul> <li>To have undertaken a formal managerial training programme.</li> <li>A recognised and relevant Safety Management System and or HSE qualification.</li> </ul> <p><strong>Experience:</strong></p> <p><strong>Core</strong></p> <ul> <li>Leading and motivating teams within an air traffic environment.</li> <li>Dealing with the National Aviation Safety Regulator.</li> <li>Working with ATC related safety cases and SMS’s</li> <li>A sound understanding of the Air Navigation Order.</li> <li>A sound understanding of CAP 670.</li> <li>A sound understanding of MATS Parts 1 and 2.</li> <li>A sound understanding of SCRATCOH and its implications.</li> </ul> <p><strong>Desirable</strong></p> <ul> <li>Worked at a UK regional or international airport.</li> <li>An understanding of EASA rules and regulations.</li> <li>Motivating teams</li> </ul> <p><b>Key Performance Indicators</b></p> <p>The following are to be monitored via the appraisal process and internal meetings:</p> <ul> <li>Must be able to demonstrate ongoing effective leadership, solid accountability and communication both within the Air Traffic Department and across other departments of the business.</li> <li>Must be able to demonstrate ongoing positive management of all staff, and address any performance issues in a timely manner.</li> <li>Maintain positive and regular communication with peers to ensure LSA business objectives are successfully delivered.</li> <li>Constantly look for improvements in efficiencies and effectiveness within the Department.</li> <li>To be an ambassador for the Stobart Group at all times and to uphold the core values of the business.</li> <li>Operate within financial boundaries, demonstrating strong commercial awareness, ensuring decisions are based on smart and effective cost considerations</li> </ul> <p><strong>To apply for this role, or for more information, please click the Apply Button.</strong></p> <p> </p>
