<p><b>Head of Quality and Safety - Transport</b></p> <p><b>Make a difference every day</b></p> <p>The Job Opportunity</p> <p>Subject to contract award, the role is based in Dubai with a requirement to travel to Ras Al Khaimah. The main purpose of the role is to provide leadership within the Transport Sector in the fields associated with Safety and Quality Assurance through an active role in the sector management team, coordinated with the central Divisional team. You will develop, direct and implement an agreed Aviation Safety Strategy for Serco ME, and lead the TransportSafety Management and Quality Assurance functions. And provide input and participate as a member of Serco’s Aviation Safety Group Committee.</p> <p>Key accountabilities</p> <ul> <li>To design, implement, and maintain an effective Safety and Assurance management system for the Sector which meets the requirements of the Serco Management System and other requirements to which the Sector subscribes (ISO/ OHSAS/ Regulatory); this will include Aviation Safety Management Systems (ASMS), Fatigue Risk Management Systems (FRMS), Licensing systems (PEL), and any other necessary systems associated with aviation safety management and assurance</li> <li>Lead the oversight of Aviation Safety Analysis/Assessments, Incident Investigations and Aviation Safety Management Systems in SME</li> <li>To ensure understanding and delivery of the Divisional Assurance objectives and action plans across the Sector and report on progress regularly to the Sector management and Divisional Health and Safety committee</li> <li>To ensure adequate emergency response, crisis management and business continuity plans are in place across the Sector, maintained and regularly tested</li> <li>To ensure a Sector Risk Register is developed, based on the Sector business plan, is regularly reviewed and updated with adequate control and mitigation measures in place to manage the risks. Support the contracts in development and maintaining of Risk Registers.</li> <li>To report against the Divisional Assurance performance metrics and KPIs on a regular basis. This includes contributing to the OFR process as well as the Health and Safety committee. These shall not only facilitate the upward flow of details of aviation safety occurrences, but also identify any related trends and detail mitigation strategies</li> </ul> <p>What we are looking for in our candidates:</p> <ul> <li>A thorough knowledge of Civil Aviation Regulation, of the countries where SME operates, and ICAO documents relating to the safe and efficient operation of an ATC/FRS operation</li> <li>A thorough knowledge and understanding of the procedures and systems relevant to the application of Aviation Safety Management Systems and their implementation and working</li> <li>An in depth knowledge of Aviation Safety investigation</li> <li>An understanding of the risks associated with the operation of a contract in a high risk environment and the mitigations available to minimise those risks, such as business resilience, business continuity planning</li> <li>Effective communicator and negotiator who is able to communicate effectively both orally and in writing</li> <li>Ability to communicate with and influence senior management and employees.</li> </ul> <p>Specific requirements</p> <ul> <li>Extensive experience in an Aviation environment with at least 5 years recent experience in ASMS.</li> <li>Previous ATC license holder preferred</li> <li>Good analysis skills</li> </ul> <p>Working with Serco</p> <p>At Serco, not only is the nature of the work we do important, everyone has important role to play.  </p> <p><a href="https://www.serco.com/me" rel="no-follow">https://www.serco.com/me</a></p> <p>We are a team of 50,000 people responsible for delivering essential public services around the world in areas including defence, transport, justice, immigration, healthcare and citizen services.
